Position Overview
- This role calls for someone with solid leadership skills and the ability to bring teams together and keep things running smoothly, even under pressure. You should be well-organized, able to juggle priorities, and comfortable working independently while following direction from remote teams. A calm, analytical approach is important, especially when dealing with tough or unexpected situations. Being detail-oriented and committed to doing things right is key, along with having the people skills to build strong relationships across teams. You should understand the impact your work has on the customer experience, especially during incidents, and be able to connect local day-to-day work with central management through clear communication and reporting. Key Responsibilities
- Oversee day-to-day operation, guiding the team in incident response and resolution
- Manage daily planning, resource allocation, and workload balancing across the team
- Responsible for supporting the selection, recruitment, onboarding, performance and continuous training of NOC analysts
- Monitor team performance and drive improvements through individual development and process refinement
- Coordinate communication between local teams, service management, and other stakeholders
- Ensure compliance with procedures and consistency in incident documentation and escalation
- Lead coordination during critical incidents, ensuring timely escalation and follow-up
- Promote a culture of continuous improvement and operational efficiency
- Willing to work hands-on alongside the team, actively participating in daily operations
- Maintain situational awareness of ongoing incidents and service impacts
- Serve as the primary local point of contact, working in coordination with the central NOC management team.
- Degree in Telecommunications, Computer Science, or equivalent experience
- Strong hands-on experience with CORE/RAN networks and telecom protocols such as SS7, MAP, SIP, CAP, ISUP, and DIAMETER
- Solid understanding of mobile network architecture and service delivery
- Proven ability to coordinate complex incidents involving multiple systems and teams
- Familiarity with IoT ecosystems and network monitoring tools is an advantage
- Experience in a 24/7 NOC environment, including team coordination
- Proficiency in English, with strong communication and documentation skills

The selected candidate will be responsible for the end-to-end lifecycle of MES systems — from requirements gathering and solution design to deployment, training, and continuous improvement. Primary purpose of the position:
Responsible for leading efforts to analyze and define detailed specifications for business systems that align with business processes and IT strategy. Acts as a technical expert driving solution delivery through requirements analysis, design, and implementation. Ensures system and application architectures adhere to enterprise standards and support business priorities. This role requires hands-on expertise in the administration and configuration of monitoring tools (e.g., Broadcom UIM, Spectrum), job scheduling (AutoSys), and NOC operations. Also responsible for technical leadership in managing and optimizing CMDB, CSDM, Service Mapping, Discovery, and Call Management Systems (CMS), while guiding teams and delivering scalable, high-impact solutions.
Essential Responsible Areas:
- Leads efforts to elicit future systems requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis to analyze, design and implementation business solutions for complex business problems.
- Partner with business analysts and respective cross-functional business groups (e.g. Finance, HR, IT, etc.) to elicit functional and non-functional requirements
- Proactively communicates and collaborates with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (functional requirements (business requirements document), use cases, GUI, screen and interface designs).
- Takes a broad perspective to identify innovative business solutions that challenges the business on their assumptions of how they will successfully execute their plans.
- Participate in defining the integration between proposed development projects and existing systems, software and hardware.
- Ensures that systems and application designs adhere to standards and reflect the architecture appropriately.
- Collaborates with other divisions IT leads as well as other stakeholders to align solution in support of the business’ tactical and strategic plans. Aligns IT goals with business needs.
- Researches emerging technologies and recommend technologies that will increase cost effectiveness, improve flexibility or better support business requirements.
Position Requirement & competencies:
Professional & Education Qualification
- Bachelor’s degree in relevant field required.
- Experience implementing solutions for complex systems supporting business processes.
- Experience in driving software and technology solutions in large, complex organizations.
- Experience leading cross-functional teams and projects to drive business improvements
- Experience in driving process and technology re-engineering using industry practices e.g., Six Sigma, Lean, Kaizen, COBIT, ITIL, CMMi.
Skills
- Ability to be flexible about project changes and dynamically mitigate risks in the moment with mid-course corrective action
- Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
- Ability to manage and prioritize multiple, complex projects simultaneously
- Appropriately manages customer expectations regarding scope, schedule, and budgetary parameters
- Proven project planning and management skills.
- Ability to analyze and interpret data and make recommendations.
- Strong analytical skills with the ability to learn new things
- Strong expertise in technical system administration, including configuration, implementation, and ongoing management of enterprise monitoring tools (e.g., Broadcom UIM, Spectrum), job scheduling platforms (e.g., AutoSys), and CMDB-related technologies (e.g., CSDM, Service Mapping, Discovery)
- Proven ability to develop and maintain technical procedures, deliver targeted training to support teams, and collaborate effectively across operational areas such as the Network Operations Center (NOC) and Call Management Systems (CMS)
Knowledge
- Working knowledge of the following areas: system and business principles, practices, nomenclature, and procedures, generally accepted managerial practices and procedures, programming, systems design, computer operating systems and utilities, project management, auditing (internal and external), insurance, and contract negotiations
- In-depth technical knowledge and expertise in field; strong development skills in relevant technology.
- Business process knowledge preferred (e.g., Plan-to-Produce process, manufacturing execution systems).
- Expertise in various software development methodologies and applicability, e.g., XP, iterative. Expertise in entire software development life cycle (SDLC).
- Exceptional understanding of software quality principles including test methodologies.
- Expertise with enterprise monitoring tools such as Broadcom UIM, Spectrum, and other NOC-related monitoring solutions.
- Strong technical knowledge of job scheduling systems (e.g., AutoSys) and operational support processes in a Network Operations Center (NOC) environment.
- Expertise in the configuration, administration, and optimization of Configuration Management Databases (CMDB), including Common Service Data Model (CSDM), Service Mapping, and Discovery tools.
- Strong technical knowledge in managing Call Management Systems (CMS) and supporting documentation, procedure development, and training delivery.
