The Project
The Brazil Program is a strategic partnership between C40 Cities and the Global Covenant of Mayors (GCoM), funded by Bloomberg Philanthropies, to accelerate the implementation of climate action across Brazilian cities. The program aims to unlock delivery at scale by identifying and preparing high-impact, finance-ready urban climate projects while strengthening the institutional frameworks that support long-term transformation. It combines on-the-ground implementation with targeted support to federal and multilevel governance, leveraging Brazil’s growing climate ambition and the opportunity presented by COP30 in Belém.
Over the next two years, the program will engage at least 50 cities, supporting them to move from planning to action through data-driven project identification, readiness assessments, and capacity-building. At least 20 priority actions—particularly in sustainable transport and waste—will be prepared for implementation, with a strong focus on financial viability, social inclusion, and emissions impact. These efforts will be complemented by cross-cutting strategies on climate budgeting, just transition, and strengthened data ecosystems. Working in close coordination with federal actors and national city networks, the program will create the enabling conditions for long-term, replicable investment in urban climate solutions across Brazil.
Alongside implementation, the program will leverage Brazil’s leadership in global climate diplomacy to elevate city voices, strengthen and establish a model of multilevel coordination for other countries, and integrate local action into the international climate agendas. With COP30 in Belém, the initiative brings visibility to the urban Amazon, supporting practical solutions in cities facing deep socio-economic and environmental challenges. It will also showcase CHAMP in action, using Brazil’s COP30 Presidency and co-chair role in the NDC Partnership to promote the inclusion of subnational contributions in NDCs. By advancing Climate Federalism and amplifying mayoral leadership—especially from the Amazon—the program aims to inspire globally just, inclusive, and locally driven climate action.
Scope
The Manager, Implementation will be a key member of the program team and will provide vital project management support to facilitate roll out of the work plan and coordination between different areas within the program, including operations, diplomacy and communications, and beyond the program, with other departments within C40 and GCoM.
The post holder will be a highly collaborative team player with a proactive, solutions-oriented mindset, robust organisational skills and meticulous attention to detail. The role requires excellent analytical and administrative skills, as well as interpersonal abilities. The ideal candidate will have expertise in the use of MS Office, Google Workspace tools for developing spreadsheets, slide decks and so on. The post holder will have a high degree of comfort coordinating a variety of stakeholders, be able to keep track of multiple tasks and processes simultaneously, and thrive within a high pace, short deadlines environment.
Responsibilities and Deliverables
- Work with the Head of Implementation to develop and manage systems and processes required to deliver the program from a project management perspective, ensuring information is available, organised, easy to access and up to date.
- Support the program’s work planning, as well as tracking progress, identifying risks and escalating issues as needed.
- Play a key role in internal communications and coordination among the C40 and GCoM teams involved in the program. Ensure close coordination with other active programs in Brazil to catalyse cross-collaboration.
- Support the monitoring of the program’s progress, including the tracking of key program data such as KPIs and deliverables, assessing, reporting and summarizing data for ease of understanding, and the management of Program reporting and lesson learning / evaluation.
- Manage the coordination of key recurring meetings across the program, and provide ad hoc support for other meetings, including drafting the agenda, supporting resources and note taking.
- Develop and coordinate processes and routines to support consultants’ contract management.
- Develop clear and succinct written materials (slide decks, memos, emails etc) to share information on the program while coordinating with relevant teams to collect the relevant information.
- If necessary, support on the organization and delivery of events, stakeholders convening and in person meeting, and other relevant tasks as requested by the line manager.
Required experience:
Essential:
- Proven experience and skills in project management, with good knowledge of project management tools and approaches.
- Demonstrable experience in tracking and managing data (e.g. deliverables, expenses) using tools such as MS Excel and Google Sheets.
- High level of organization, accuracy and attention to detail, with the ability to deliver quality results within tight timeframes.
- Administrative skills and experience, including scheduling and coordination across multiple teams or stakeholders.
- Strong written and verbal communication skills.
- Proficient or native Portuguese speaker. Fluent in English (spoken and written).
- Experience working in a fast-paced environment, balancing multiple different tasks and subjects and adjusting prioritisation in accordance with guidance from senior staff on a day-to-day basis.
- Strong interpersonal skills and the ability to work in an international setting, engaging professionally with stakeholders at all levels, both internally and with partner organisations.
Desirable:
- Experience with any of the following sectors: transport, waste, finance, data & tools.
- Experience working with national governments and/or international institutional bodies
- Familiarity with Brazil’s national climate programs: knowledge of initiatives such as PAC, PCVR, PLANARO, and CHAMP implementation pathways, especially as they relate to city-level action
Please note that this is a consultancy opportunity, therefore the successful individual will be liable to pay their own taxes, in accordance with relevant legislation in Brazil.

Salary : (Grade 4) USD 61,770 (gross per annum) - Due to its commitment to maintain equity and fairness, C40 operates on a spot salary model. This means that our employees are paid the same salary according to their grade and location.

Job Description:
- Work closely with internal and external business stakeholders to understand and analyze business requirements, maintain good relationships with all stakeholders
- Work closely with HQ Project team to maintain and implement global standardized solutions and frameworks for IT services

Job Requirements:
- Bachelor’s Degree of IT or business discipline, or background in technology environment delivering solutions or projects
- Minimum 4 years of relevant experience in a similar role. Passionate in IT infrastructure domain
- Strong stakeholder management capabilities and strategic mindset to advise and manage internal and external partners
- High quality and successful project delivery experience in IT infrastructure setup and solutions. Network and system setup project experience, coordination experience with multiple regions are added advantages
- Strong coordination and excellent project management skills, vendor management skills
- Good sense of problem locating, analytical and problem-solving capabilities
- Result oriented, outstanding sense of prioritization, and time management

Job Description
The Professional Services Project Manager will lead projects and programs as part of the delivery cycle, including handling all deployment resources and ensuring that all deliverables are met and delivered on-time and under budget. You will drive customer deployment projects including program, process initiatives, as well as partner with IT on systems and infrastructure processes.

Your Experience
- 10+ years related work experience or leading complex projects.
- Analyze project profitability, revenue, margins, bill rates, and utilization
- Strong proficiency with project management software, such as Microsoft Project, Clarizen, @task, or Liquid Planner
- Good presentation skills including written, oral, presentation (including Microsoft PowerPoint), and adaptive (multi-level)
- Good organizational skills including tool utilization (spreadsheets, project management tools, mind maps), information collection, attention to detail, and prioritization
- Strong interpersonal skills including appreciation and the ability to elicit collaboration from a wide variety of sources, including upper management, clients, and other departments
- Flexible to shifting priorities, demands, and timelines - able to promptly and expertly react to project adjustments and alterations
- Project Management Institute PMP(r) certification or equivalent a plus
- Experience with Google’s G Suite (Drive, Docs, Sheets, and Slides) is a plus

We are currently seeking for an IT Project Manager to join our growing delivery team in Brazil .

What you’ll be doing:
- Manage cross-functional project teams;
- Coordinate and control team activities, including technical implementation tasks, process reengineering, and organizational change activities to achieve desired results;
- Prepare project execution plans and ensure projects are completed on schedule, within budget, meet technical requirements, and achieve business objectives. Manage budget and schedule;
- Select, develop and leverage appropriate technical and business resources needed for successful project execution;
- Align the project team around the project’s visions, strategy, goals, methodology and business objectives;
- Manage project resources and external stakeholders such as subcontractors and service suppliers;
- Lead regular project reviews with external and internal stakeholders, including senior IT and business leaders;
- Coordinate and maintain program communications;
- Ensure project results are of the highest caliber, meeting technical and behavioral objectives, business case targets, and planned value;
What we are looking for:
- Projects Manager with +7 years of experience as IT Project Manager;
- Experience leading functional and technical teams to deliver IT solutions;
- Experience leading projects as a service provider;
- Experience working independently in a team-oriented, collaborative environment;
- Degree in IT, Computer Science, Computer Engineering, Business or Finance or related field, or equivalent combination of work experience in IT Project management plus applicable schooling/certifications;
- Proficiency in English is mandatory ;
What would be a plus:
- Project Management certifications;
- Experience in managing projects in Retail context and/or experience with Oracle Retail suite of applications;
