Decentralized Cooperation and Territorial Development transversal support area aims at contributing to advance on inclusive governance and human development to achieve sustainable development –social, economic and environmental- in Brazilian States and Municipalities. The main objective is to leave no one behind at the sub-national level through the implementation of the SDGs at territorial level in line with national policies and plans and the UNDP Integrated Framework to Support Local Governance and Local Development (LGLD) as well as MAPS framework.
The Decentralized Cooperation and Territorial Development area will promote the coordination of integrated development initiatives within a given territory, taking into consideration the local political, social, cultural, geographic, economic, historic, and environmental complexities as well as opportunities to implement SDGs and accelerate their achievement. This will allow a more coherent cooperation at subnational level to be framed under a broader and integrated strategy aligned to the national level
through a territorial approach for development. AUNDP Brazil strategy for decentralized cooperation will further guide this function and its priorities (geographical and thematic).
To enable the implementation of projects under the Decentralized Cooperation and Territorial Development portfolio, the Project Assistant will provide – under the supervision of the Project Coordinator of the Bahia Office, and general guidance of the Territorial Development and Decentralized Cooperation Advisor - logistical and administrative support to DIM and NIM projects in the state of Bahia and other states, as assigned to him/her.
Duties And Responsibilities
Under the direct supervision of the Project Coordinator of the Bahia State Project Office, and general guidance of the Territorial Development and Decentralized Cooperation Advisor, the Project Assistant will be responsible to support activitiesrelated to the implementation ofthe territorial development portfolio, especially the project portfolio of Bahia State office, in the modalities of direct execution and support to national execution, in particular (but not limited to) to the following activities:
- Provide administrative and operational support in project implementation, including assistance in managing project financial resources, Human Resource Management, efficient procurement and logistics services, including drafting of Terms of Reference, participation in consultant selection panels; travel arrangements, logistical support for workshops and other meetings as assigned by the project manager, maintain up-to-date files and records of project documentation;
- Support planning, monitoring and evaluation activities, in coordination with the Project Manager, including daily follow-up with project partners and donors, to ensure smooth administrative and operational activities of the project;
- Carry out project-related transactions on the Quantum Platform, including drafting project reviews, as per the project assistant profile;
- Support the preparation and submission of progress reports, donor reports, project reviews, financial reports, audit reports and any other required project reports, organization of project reviews/tripartite meetings, also supporting the follow-up of project audit issues.
- Provide support in selection processes for signing Letters of Agreement, as well as perform activities related to monitoring LoAs;
- Assist in HR processes related to recruitment and selection, including extensions and project extensions.

Minimum Education Requirements:
- Secondary education is required.
- University Degree (bachelor´s degree) in Administration, Social Sciences, International Relations, Law, Economics or equivalent field will be given due consideration, but it is not a requirement.
- Minimum of 4 years (with secondary education) or 1 year (with bachelor´s degree) of practical and relevant work experience in administration, support to the management and implementation of technical cooperation projects, with preference in Territorial Development and Decentralized Cooperation and/or local contexts.
- Excellent oral and written communication skills.
- Skills in utilizing management systems.
- Advanced knowledge of the Office suite, especially Word, Excel and Power Point.
- Experience working in the public sector, especially in government entities;
- Experience in the United Nations system;
- Experience in monitoring activities related to contracts, projects and/or agreements;
- Experience with methods of organization, recording information, producing reports and other project management documents;
- Experience in working with Information Management and/or Business Intelligence (BI).
- Fluency in Portuguese is required.
- Basic English is desirable
- CIPS Level 1 will be considered an asset.

In April 2025, the Multi-Partner Trust Fund (MPTF) for the Sustainable Development of the Brazilian Legal Amazon approved the UNJP/BRA/097/UNJ project "Environmental Regularization Project through Land Governance and Territorial Planning, as a pillar for Sustainable Development / Land for Women Project". The intervention was conceived by the Institute of Colonization and Lands of Maranhão (ITERMA) and will have the Food and Agriculture Organization of the United Nations (FAO) as the executing agency.
The "Land for Women" project aims to promote land and environmental regularization in settlement areas and rural communities in Maranhão, with a priority focus on women heads of household. Seeking to reduce social inequalities, expand territorial governance and promote sustainable agricultural practices, the intervention will combine land titling actions, training in sustainable practices and entrepreneurship, access to credit and environmental monitoring, with a view to ensuring land tenure security, promoting access to public policies and strengthening economic autonomy.
The project is organized into three project components/deliverables, namely:
•Formalization of women's lands in rural and traditional communities.
•Training in bioeconomy practices, sustainable management and female entrepreneurship.
•Technical capacity of the Governments of Maranhão and Pará for land monitoring and environmental enforcement strengthened.
Reporting Lines
The Project Assistant will work under the overall supervision of the Assistant to the Representative for the FAO Programme Unit in Brazil and under the technical guidance of the Better Life Technical Area Coordinator.
Technical Focus
The Project Assistant will support the implementation of the “Environmental Regularization Project through Land Governance and Territorial Planning, as a Pillar for Sustainable Development / Land for Women Project”, ensuring that activities are executed in accordance with the agreed Project Document (ProDoc), workplans and budget.
Tasks and Responsibilities
•Support the articulation between the MPTF project team in São Luís and the FAO Brazil office in Brasilia.
•Support the preparation of progress reports, work plans, financial reports or other documents required for Project accountability.
•Support the timely implementation of the project activities in accordance with FAO and MPTF rules and procedures.
•Directly assist the monitoring and updating of the project work, procurement, human resources and travel plans.
•Liaise with the project coordinator and other team members to support the organization, participate, make records and take necessary follow-up actions, in technical and operational meetings, and other events.
•Support the revision of technical products and deliverables.
•Participate in meetings with project stakeholders.
•As requested by the Better Life Technical Area Coordinator, organize project information and electronic documents in FAO systems, keeping them properly updated.
•Support the preparation of Terms of Reference (ToR) for the processes of acquisition of goods and materials and contracting services (Bids or Letters of Agreement), according to FAO rules and procedures.
•Monitor the delivery times of the products of the contracted services (companies and personnel) and verify that equipment and materials meet the required specifications.
•Prepare travel requests, in accordance with FAO rules and procedures, aiming at the timely execution of project activities.
•Assist with other project requests, if required.
•Travel to project sites, if required.

Minimum Requirements
•Bachelor’s degree in Agrarian Sciences, Environmental Sciences, Geography, Social Sciences, Administration or other similar areas.
•At least three years of experience with the implementation of technical cooperation projects in Brazil related to the following areas: family farming, sustainable rural development, promotion of sustainable value chains, climate change and/or land governance.
•Working knowledge (level C) of English and/or Spanish.
•Brazilian nationality.

- Create a custom recruiting strategy on projects assigned, initiate and/or execute tasks as outlined, monitoring progress, and adjusting recruiting strategy to ensure the maximum internal sample is achieved to meet client needs and maintain profit targets.
- Recommend alternative internal sampling strategies to maximize internal completes.
- Communicate recruitment updates, status, and issues to internal project teams through email, meetings or as agreed in regular intervals.
- Proactively seek alternative sample and recruiting strategies, providing ideas to improve response rate and reduce costs in each project.

Qualifications
- 1 year of experience in Market Research, preferably in recruiting, sampling or fieldwork.
- Exceptional written and verbal communication skills, with demonstrated knowledge of English grammar rules.
- Strong Microsoft Office skills (Advanced/ Intermediate Excel) and quick learner of new technologies/software.
- Exhibit strong critical thinking skills and take initiative to improve skills and troubleshoot proactively using all available resources to support project success.
- Ability to work autonomously and in a team environment to successfully meet study specific and departmental objectives.
